You would think that anyone in such a high office as Senator, would take the time to read the Constitution.  You would think, but as we have seen from some other loons on the left, Dick Head Durbin cant read!  Indeed, he not only spouts his ignorance (Gitmo is run by Nazis as a Gulag), he puts pen to paper and proves it!

Nowhere did the Constitution expressly give Congress the authority to pass the Civil Rights Act.

Now if this was you or me, I could understand the ignorance, but for a Senator of the US to be so freaking stupid?  Senator, let me draw your attention to the 14th amendment.

All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the state wherein they reside. No state shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any state deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws. . . . The Congress shall have power to enforce, by appropriate legislation, the provisions of this article.

Now, granted that is not in the original document itself, but the very purpose of the Amendments was to "AMEND" the constitution!  In other words to fix any over sights the founders left out, so the AMENDMENTS are every bit a part of the CONSTITUTION as the 7 articles.
